Alabama men charged with theft, trespass

Police were dispatched on July 24 at 7:54 a.m. in reference to a theft from city property.

Police met with a man who told police he was conducting work for the City of Storm Lake at the Memorial Road City Storage area when he encountered two people trying to remove an old lake service barge from the property.

The incident occurred at 200 Memorial Road.

Police made contact with the two men and identified them as Kyle Smith, 39, of Chunchula, Ala., and John Webb Jr., 50, of Eight Mile, Ala.

An investigation alleges that Smith and Webb traveled to Storm Lake and reported they had been awarded a winning bid on an online auction service to purchase the old service barge for scrap metal. 

City staff reported that someone attempted to bid on the item, but information was received that whomever bid allegedly used a false identity and the bid was rejected. 

Smith and Webb reportedly arrived in Storm Lake and learned where the barge was stored.  On July 23, Smith and Webb contracted with a company and had two loads of equipment and pieces from the barge loaded off city property without permission and without having purchased the equipment. 

The items were transported to Warren’s Salvage in Sac County where they were sold for scrap. On Thursday, Smith and Webb returned and were attempting to acquire the rest of the barge for salvage when they were detected.

Police arrested and charged both Smith and Webb with second-degree theft and two counts of criminal trespass. 

In addition, police were told that Smith was wanted out of Van Zandt County, Texas on the charge of violation of probation reference fraud. 

Both men were booked into Buena Vista County Jail on a $5,600 bond each.


SL man charged with OWI

Lao Moua was arrested for OWI on July 22 at 10:26 p.m.

A Clay County Sheriff’s Deputy conducted a traffic stop on Highway 71. It was determined that the driver, Lao Moua, 30, of Storm Lake, was intoxicated.

He is currently being held in the Clay County Jail.
