Ineffective counsel claims ring hollow


The Iowa Court of Appeals unanimously upheld Tracey Richter’s conviction for a second time in a ruling issued Wednesday afternoon.

In an application for post-conviction relief filed in October 2015, Richter alleged her defense and appellate counsel failed to provide adequate counsel and Sac County Attorney Ben Smith failed to carry out his mandated duties during her murder trial in 2011.
