Last week I overheard a heated conversation in the restaurant between two women who were obviously upset by the neglected dogs running in their neighborhood. The one asked, “Well, whose job is it?” and the quick response was, “Well, I don’t know, it’s not mine, but surely somebody is in charge.”

I was reminded of a sign posted in a nearby store:
