Car burglary leads to several arrests in SL

Meth, theft, child endangerment charges are filed

Five people were arrested this week on various charges — from drugs to forgery to child endangerment — following a report of a vehicle burglary on Sunday.

Storm Lake Police took a report Sunday of a burglary to a vehicle which occurred on Feb. 21 in the parking lot at North Lake Manor at 1325 North Lake Ave.

Police were told by the reporting party that someone had allegedly entered her vehicle and had stolen her wallet, identification, and checkbook.  She further reported that on Feb. 22 her credit card was allegedly used at a business in Spencer, and one of her personal checks was forged at the Storm Lake Pizza Hut.

On April 2 at 2 p.m. Storm Lake Police executed a search warrant as part of the investigation at a residence at 111 East 10th St. #3.  Upon entering the residence, police encountered several people and a small child.  Police seized numerous items of drug paraphernalia in the residence, as well as methamphetamine. 

Police interviewed the occupants of the apartment and their investigation alleges that the occupants had smoked methamphetamine in the apartment the night before in the presence of a three-year-old child.

Police arrested five people in the apartment and placed the young child in protective custody. 

The child was turned over to the Iowa Department of Human Services and was placed into emergency foster care.

Police charged the following:

Brenda Rosado, 21, and Nicki Khamsi, 27, both of Storm Lake were charged with gathering where controlled substances are used, child endangerment and possession of drug paraphernalia. 

They were booked into Buena Vista County Jail on a $5,000 bond each.

Also arrested was Frankie Phompong, 25, and Christie Houtman, 31, both of Storm Lake.

Both were charged with gathering where controlled substances are used and possession of drug paraphernalia.  They were both booked into the county jail on a $5,000 cash bond.

Police additionally arrested Martin Rivera, 22, of Storm Lake, and charged him with possession of methamphetamine (second offense) and possession of drug paraphernalia.          

He was booked into the county jail on a $2,000 bond.

Police executed a second search warrant Wednesday at 5 p.m. in the same apartment complex at 111 East 10th St. #2 in connection with the burglary and forgery investigation.

Upon executing the search warrant, police reportedly seized several stolen items from the reported burglary in February, as well as marijuana and drug paraphernalia.

Police arrested in apartment #3 Christopher Rodriguez, 23, of Storm Lake.  Police allege that Rodriguez was responsible for the vehicle burglary and forging of the check at Pizza Hut.

Following additional investigation police charged Rodriguez Wednesday evening with forgery, third-degree burglary, possession of marijuana (second offense) and possession of drug paraphernalia. 

He was booked into the county jail on a $5,000 bond.

Information has been forwarded to the Spencer Police Department in connection with the use of the victim’s credit card in their jurisdiction.
