Man charged with sex abuse of 14-year-old Storm Lake girl
Assaults might have occurred in other jurisdictions
Storm Lake Police took a report of a belated sexual assault of a 14-year-old female in Storm Lake.
After the initial report Storm Lake Police launched an investigation into this crime which included forensic interviews with the victim by the Mercy Child Advocacy Center in Sioux City and investigators with Storm Lake Police Department.
During their investigation officers were able to determine the 14-year-old victim had been sexually assaulted several times over the past two months by a male subject.
The male subject was identified as 40-year-old Paz Chica, of Early, who was an ex-boyfriend of the victim’s mother.
Police further allege other assaults occurred in other jurisdictions as well.
Storm Lake Police have been in contact with these jurisdictions so follow-up can be done there.
On Nov. 26 Storm lake Police charged Paz Chica with the following:
• Two counts of lascivious acts with a minor
• Two counts of sexual abuse
• One count of indecent exposure
Chica was placed under arrest at the Storm Lake Police Department and held on $30,300 bond.
The investigation is ongoing and additional charges are possible.
Man cited for threatening employee at local business
On Monday afternoon police were called to the Renal Center at 1426 Lake Ave. at 3:03 p.m. after a report of a person causing a disturbance.
Police met with the reporting party who told police an adult male, Darin Lowe, 42, of Sutherland, had escorted his mother into the center at which time the male began berating staff, yelling at them and in one case threatened to assault a staff member.
Police located Lowe in the parking lot of the Renal Center where he was arrested without incident.
Storm Lake Police charged Lowe with public intoxication, harassment and disorderly conduct.
He was booked into Buena Vista County Jail on a $3,300 bond.
Wanted man arrested
On Tuesday at 7 p.m. Storm Lake Police arrested Scott Banks, 30, at his residence located at 205 West Eighth St.
Banks was wanted on a valid Buena Vista County warrant for Contempt of Court in reference to pay fines.
Banks was transported to the Buena Vista County Jail and held without bond.
Facebook post leads to teen girl’s arrest
Police took a report of harassment on Monday night at 7 p.m.
Police were told that a 17-year-old female of Storm Lake posted comments on her Facebook page referencing a weekend stabbing in Storm Lake and made threats towards the stabbing victim’s family.
Police investigated the incident and arrested the 17-year-old female and charged her with harassment.
The juvenile was processed and released to a parent pending a court date.
The case has been forwarded to the Juvenile Court Authority.
Assault at middle school
At 8:23 a.m. on Nov. 26 police were called to Storm Lake Middle School at 1811 Hyland Dr. for a report of an assault.
Police determined that two 13-year-old students got into a physical confrontation after a photo of one of the students was shown to other students.
Police charged one of the students with assault. He was released to his father.
